DESCRIPTION

The Reconstruction of National Highway N-5 under Pakistan’s Resilient Recovery, Rehabilitation and Reconstruction Framework Project aims to strengthen the disaster resilience of critical transport infrastructure and enhance both national and regional connectivity through the upgrading and reconstruction of the highway. The Asian Infrastructure Investment Bank (AIIB) is set to provide long-term sovereign financing to support this initiative.

The Project Preparation Special Fund (PPSF) will facilitate the preparation of the Project by engaging consultants to carry out four key workstreams:

  1. Climate Mitigation and Adaptation: Conduct a comprehensive climate assessment to integrate green and resilient infrastructure solutions.
  2. Environmental and Social Assessments: Strengthen environmental and social impact evaluations by engaging international experts and implementing air quality and noise monitoring and improvement measures.
  3. Road Safety Improvements: Promote road safety across all phases of the project, including planning, design, construction, and operations.
  4. Digital Project Management Platform: Develop a digital platform to improve project management efficiency and transparency.

The PPSF grant will also foster close collaboration between the client, Pakistan's National Highway Authority (NHA), and AIIB to ensure high-quality project preparation aligned with AIIB's proposed investment.

The implementation entity of this Grant is the National Highway Authority of the Ministry of Communications, Pakistan.
