AIIB Strengthens Partnership with Indonesia During President Jin’s Mission to Jakarta

AIIB President Jin Liqun concluded a productive three-day mission to Indonesia from March 10-12, 2025, reaffirming the Bank’s commitment to supporting the country’s ambitious development agenda under its National Medium-Term Development Plan (RPJMN) 2025–2029 and the Golden Indonesia 2045 vision. The visit underscored AIIB’s role as a key partner in Indonesia’s journey toward sustainable and inclusive growth, with a focus on infrastructure development, health, energy, agriculture and food security, and climate resilience.

President Jin held high-level meetings with Indonesian government officials, business leaders and development partners to discuss strategic priorities, explore new collaboration opportunities and address challenges in project implementation. The visit demonstrated AIIB’s agility to respond to Indonesia’s social and economic development agenda in the new context, as well as its readiness to bridge the country’s financing gaps including through mobilizing private sector investment.

With over USD5 billion in approved financing across 14 projects, AIIB’s portfolio in Indonesia spans critical sectors such as health, energy, transportation and urban development. As Indonesia embarks on its next phase of development, AIIB remains committed to being a trusted partner in achieving the country’s long-term goals.

  • AIIB’s Strategic Partnership with Indonesia. In many of his meetings across various ministries, President Jin emphasized AIIB’s unwavering commitment to Indonesia’s development. “Indonesia is not only a founding member of AIIB but also one of our most important partners. Our collaboration has already delivered transformative results, and we stand ready to deepen our engagement to support Indonesia’s vision of a connected, innovative, and sustainable economy,” he said.
  • High-level Discussions to Strengthen Partnerships. President Jin also engaged in a series of meetings with Ministers to ensure alignment with Indonesia’s development priorities, strengthen collaboration in health and infrastructure, advance sustainable infrastructure development and support its energy transition and environmental sustainability goals.
  • Sri Mulyani Indrawati, Finance Minister and AIIB Governor—on advancing strategic collaboration to support Indonesia’s long-term development vision and aspiration, including through key pipeline projects such as the PLN Sumatra Distribution Strengthening Results-Based Project and the Solid Waste Management for Sustainable Urban Development initiative. President Jin also provided updates on AIIB’s latest developments and expressed gratitude for Indonesia’s active engagement as a founding member. He also highlighted AIIB’s interest in deploying Climate Policy-Based Financing (CPBF) to support Indonesia’s energy transition and climate resilience goals. The Minister welcomed AIIB’s commitment and agility, and emphasized the importance of continued collaboration in achieving Indonesia’s development objectives.
  • Budi Gunadi Sadikin, Minister of Health—on AIIB’s support for the country’s health sector, focusing on the progress of the Indonesia: Modernization of the Health System Project, the largest health project in the world, co-financed by AIIB, the World Bank, the Asian Development Bank (ADB), and the Islamic Development Bank (IsDB). President Jin commended the Minister’s leadership and emphasized AIIB’s commitment to advancing future collaboration, including on the RSAB Harapan Kita (Mother and Child Hospital) and the Three Diamond Hospitals Project in Jakarta. President Jin then visited the RSAB Harapan Kita, one of three national referral hospitals—the two others being the Cardiovascular Hospital (RSJPD Harapan Kita), and the Cancer Hospital (RSKD)—that will be integrated into a state-of-the-art healthcare complex, expanding bed capacity, modernizing medical equipment, and enhancing connectivity among the three hospitals through digital infrastructure. This integration will improve service coordination, enable advanced medical technologies like telemedicine, and address emerging health challenges such as non-communicable diseases and climate-sensitive conditions. The integrated complex will also serve as a hub for medical education, training and research, strengthening Indonesia’s healthcare ecosystem.
    During the visit, President Jin emphasized the project’s significance as AIIB’s first standalone sovereign-backed health financing initiative in Indonesia. “This project is more than just infrastructure—it is about saving lives, improving patient care, and setting a new standard for healthcare delivery,” he said.
  • Dody Hanggodo, Minister of Public Works—on AIIB’s support for projects in urban development, water supply, and transportation. These include the Solid Waste Management for Sustainable Urban Developmentinitiative, which aims to benefit 10 cities and 8 million residents, and the Trans-Sumatra Toll Road Project, designed to improve connectivity and support economic growth between Cinto Kenang and Sentjalang in Sumatra’s Jambi and Riau provinces. President Jin also explored opportunities for collaboration on the Batam Bintan Bridge Project, which aims to strengthen regional connectivity and industrial development in the Batam-Bintan-Karimun Free Trade Zone. The Minister welcomed AIIB’s support and emphasized the importance of sustainable infrastructure in achieving Indonesia’s development goals.
  • Rachmat Pambudy, Minister of National Development Planning (BAPPENAS)—to reaffirm AIIB’s commitment to supporting Indonesia’s development agenda through the Bank’s Multi-Year Rolling Pipeline (MYRP), which aligns with the RPJMN 2025–2029. The MYRP serves as a strategic framework to identify and prioritize infrastructure projects that contribute to Indonesia’s long-term goals.
  • Yuliot Tanjung, Vice Minister of Energy and Mineral Resources—on AIIB’s support for Indonesia’s energy transition either through cofinancing or standalone initiatives, or through Climate Policy-Based Financing. Indonesia plans to develop 75 GW of renewable energy over the next 15 years, including solar, hydro and geothermal projects.
  • Diaz Hendropriyono, Vice Minister of Environment—on how AIIB can support Indonesia’s environmental sustainability goals, including collaboration on key initiatives, including waste management projects, waste-to-energy solutions and the sustainable development of Nusantara, Indonesia’s new capital.
  • Basuki Hadimuljono, Chairman of the Nusantara Capital Authority (OIKN)— discussions centered on sustainable urban development, green infrastructure and transport networks, with AIIB expressing readiness to provide financing and technical expertise.
  • Exploring Collaboration with DANANTARA. President Jin met with Pandu Patria Sjahrir, Chief Investment Officer of DANANTARA, Indonesia’s newly established sovereign wealth fund, to discuss co-financing and joint investment initiatives in transportation, renewable energy, health care and digital infrastructure. They agreed to establish a joint working group to evaluate investment structures and financial models for co-financing, aligning with Indonesia’s national priorities.
  • Engaging with the ASEAN Secretariat. President Jin met with Kao Kim Hourn, Secretary-General of the ASEAN Secretariat, to discuss AIIB’s ongoing partnership in supporting the ASEAN Connectivity agenda. The Secretary-General highlighted the importance of regional integration and the role of infrastructure development in achieving the ASEAN Connectivity Strategic Plan (ACSP) 2045. AIIB expressed interest in participating in key initiatives such as the ASEAN Power Grid and exploring opportunities for collaboration on high-impact projects that enhance regional connectivity and resilience.
  • Business Forum: Dialogue with the Indonesian Business Council (IBC). President Jin participated in a high-level dialogue with the Indonesian Business Council (IBC), where he emphasized the critical role of the private sector in achieving Indonesia’s development goals. The discussion focused on strategies to mobilize blended financing, de-risk investments and promote sustainable infrastructure development.

President Jin highlighted AIIB’s commitment to fostering public-private partnerships (PPPs) and supporting projects in renewable energy, digital infrastructure and human capital development. He also proposed the establishment of a structured platform for collaboration between AIIB and the IBC to identify joint investment opportunities and drive innovation.

The dialogue underscored the importance of private sector participation in addressing Indonesia’s infrastructure financing gap and advancing the country’s sustainable development agenda.

President Jin’s mission to Indonesia further enhanced the strategic partnerships with the country. By leveraging its expertise, financial resources, and global network, AIIB is well-positioned to support Indonesia in addressing its development challenges and achieving high-income status and sustainable growth.

Making a Real Difference: Women in Infrastructure Finance

At the Asian Infrastructure Investment Bank (AIIB), our policies and strategies show our clear corporate commitment regarding gender. Our Corporate Strategy for 2021-2030 and our Environmental and Social Framework acknowledge the importance of gender equality in sustainable economic development.
