To improve economic connectivity and road transport efficiency in the Chennai Metropolitan Area through the construction of a peripheral road.
The planned activities under the proposed Project are:
AIIB’s Environmental and Social Policy (ESP), including the Environment and Social Standards (ESSs) and the Environmental and Social Exclusion List, will apply to this project. ESS 1 (Environmental and Social Assessment and Management) and ESS 2 (Involuntary Resettlement) are applicable to the project. ESS 3 (Indigenous Peoples) is not applicable. The OPEC Fund for International Development will follow AIIB’s ESP. The project has been screened and reviewed in accordance with the ESP and ESSs and is assigned Category “A”.
The Environmental Impact Assessment (EIA) accompanied by an Environmental Management Plan (EMP) has been prepared to address project-related environmental issues. A Resettlement Planning Framework (RPF) has been prepared and disclosed for all AIIB-financed components to address issues of compensation for any physical and economic displacement. The Social Impact Assessment/Resettlement Plan (SIA/RP) has been prepared and disclosed for Section II and Section III. An Environmental and Social Due Diligence accompanied by an Environmental and Social Corrective Action Plan has been prepared to improve the environmental and social performance of the associated facilities (i.e., Sections I, IV, and V).
Extensive consultations have been conducted with project affected people and other stakeholders. The consultations will continue on an ongoing basis during the project implementation. The English versions of ES documents, and Tamil versions of the executive summaries of these documents have been disclosed on TNHD’s and AIIB’s websites, and hard copies made available at accessible locations in the project area.
A two-tier project Grievance Redress Mechanism (GRM) has been established, per AIIB’s ESP requirements. Communities and individuals who believe that they are adversely affected by the project can submit complaints to the project-level GRM for resolution. In addition to the above, GRM for addressing complaints from the local community is made available at the contractor level for workers’ grievances.
