Board of Directors

Oliver Booth was appointed to the Board of Directors on July 1, 2026, having previously served as an Adviser in 2025.

He is Head of Multilateral Development Banks and Development Finance Unit at HM Treasury (UK Economic and Finance Ministry), where he leads a team responsible for HM Treasury oversight of the World Bank Group, European Bank for Reconstruction and Development, and Asian Infrastructure Investment Bank. His team also leads on broader multilateral development finance policy, and he represented the UK at the G20 International Financial Architecture Working Group in 2025.

He has held progressively responsible roles at HM Treasury, including as Head of EU Finances (2023-25), Head of UK/EU Gibraltar Negotiations – Customs & Indirect Tax (2021-23), Head of Customs Legislation (2020-21), and Indirect Tax Policy Adviser (2017-20). Prior to joining the UK Civil Service, he worked with the John Lewis Partnership in various roles.

He has a bachelor’s degree in Geography from the University of Southampton and a postgraduate certificate in Management and Leadership from Coventry University under the UK Civil Service Future Leaders Scheme.
