Carmen Nonay is Managing Director of AIIB’s Complaints-resolution, Evaluation and Integrity Unit, reporting directly to AIIB’s Board of Directors as part of the Bank’s Oversight Mechanism. She is responsible for leading the implementation of the Project-affected People’s Mechanism and compliance with the Environmental and Social Policy; AIIB’s learning and evaluation function; and ensuring that anti-fraud and corruption work is carried out in accordance with the Policy on Prohibited Practices, including the investigation and handling of complaints.

Prior to joining AIIB in July 2026, she worked for the World Bank Group in all three arms – World Bank, International Finance Corporation (IFC), and Multilateral Investment Guarantee Agency (MIGA). She was Director at the World Bank Group’s Independent Evaluation Group, in charge of evaluating all IFC and MIGA work as well as the World Bank’s infrastructure, digital, finance, and planet work. Nonay has 30 years of experience in sustainable development across sectors and regions in both the public and the private sectors. She has extensive operational experience in managing portfolios worth more than USD9 billion, having mobilized external funds for cofinancing with multilateral development banks, developing capital markets with guarantees, leading policy reforms dialogue, and building client capacity with analytics. Nonay started her career at Nippon Steel’s trading company. She holds an MBA from the Thunderbird School of Global Management, United States, and is an ICF Associate Certified Coach. Nonay is from Spain, Switzerland, and the United States.
