Xiaohong Yang is Director General of the Public Sector Clients Department (Region 2). She is responsible for managing the Bank’s investment operations with public sector clients in Pakistan; Afghanistan; Central, East and West Asia; Europe, Middle East, North Africa, and Latin America. She has over three decades of working experience for multilateral development banks, covering diverse sectors, themes, policies and strategies. She previously served as Chief Thematic Officer for Sustainable Development and Climate Change Department for the Asian Development Bank (ADB), leading ADB-wide knowledge, innovation, policies, and strategies in six operational priorities. Most recently, she was the Deputy Director General of the Central and West Regional Department (CWRD) overseeing country strategies, investment programs and projects, and regional cooperation efforts. She also oversaw two of ADB’s flagship climate change initiatives, namely the Innovative Finance Facility for Climate in Asia and the Pacific, and Glaciers to Farms. She has also served as Country Director for the ADB Pakistan Resident Mission, Sector Director (Transport) for CWRD, and Lead Transport Specialist for the ADB East Asia Department. She worked for the World Bank Group prior to ADB. She has a demonstrated track record of leadership, innovation, partnership, and people management skills in international development. She has led complex operations such as sectoral, country and regional strategies; fiscal and monetary policy and structure reforms; projects and programs; capacity building and analytical work delivery. She brings effective managerial leadership, technical knowledge, operational experience and strong collaboration with all stakeholders. She has a master's degree in economics from Peking University and a Bachelor of Arts degree in finance from the Shanghai University of Finance and Economics. She is also a member of Chinese Institute of Certified Public Accountants. Yang is from the People’s Republic of China.
